The incident began as a routine stop, but quickly escalated. According to court documents and Runnels' own admissions as part of a guilty plea, the officer fired his taser at Masters, striking him in the chest. According to the criminal complaint, Worthington Police Officer Colby Palmersheim alleged that Promvongsa drove aggressively behind his squad car at high speed, tailgating so closely that Palmersheim could not see the hood of Promvongsa’s vehicle. The officer stated that when he moved slightly to allow Promvongsa to pass, the young man swerved toward his car.
