Dashcam Shows Cop Tasering Teen Bryce Masters Into Coma

 A newly released dashcam video has provided a clearer view of a disturbing incident involving former Independence, Missouri police officer Timothy Runnels and then-teenager Bryce Masters. The footage captures the moment in 2014 when Runnels used a taser on 17-year-old Masters during a traffic stop, an action that ultimately led to a coma-inducing injury for the teen and a four-year federal prison sentence for the officer.

The incident began as a routine stop, but quickly escalated. According to court documents and Runnels' own admissions as part of a guilty plea, the officer fired his taser at Masters, striking him in the chest. The current was allowed to run for approximately 20 seconds—significantly longer than what law enforcement training permits. Officers are typically trained to limit taser deployment to five seconds. This prolonged use caused Masters to go into cardiac arrest. He collapsed at the scene and was later revived thanks to immediate emergency medical intervention and hospital care. Although he survived, the physical and emotional impact of the event was significant.

The newly revealed footage shows not just the extended tasing but also the moment Runnels physically mishandled Masters. After the teen was incapacitated and no longer posed any threat, Runnels is seen lifting him off the ground and intentionally dropping him face-first. This deliberate act of excessive force further injured Masters and played a critical role in the civil rights violation charge brought against the officer.

In federal court, Runnels pleaded guilty to violating Bryce Masters’ civil rights under color of law—a serious offense indicating abuse of authority by a government official. As part of the plea agreement, Runnels acknowledged that he willfully caused bodily harm by using unreasonable force against a person who posed no immediate threat. The court sentenced him to four years in federal prison, followed by two years of supervised release. He is required to report to begin serving his sentence in early August.

The case drew national attention and sparked conversations about police conduct, use of force, and accountability. The dashcam footage, released on Monday, has renewed public discussion about law enforcement's responsibility during routine interactions with civilians—particularly involving minors. Civil rights advocates have cited this case as an example of why ongoing training, oversight, and reforms are necessary to prevent such incidents from recurring.

Despite the conviction and sentencing, the emotional toll of the incident continues to affect both families involved. The Masters family issued a statement following the court's decision, expressing a sense of somber resolution rather than celebration. “While we are pleased that Mr. Runnels was held accountable for his actions, no one really wins in this scenario," the family stated. "Two law enforcement families were devastated by these events and we all simply wish that day had never happened.”

The aftermath of the incident has left lasting consequences. Bryce Masters continues to cope with the physical and psychological effects of the trauma, while Runnels’ law enforcement career has ended in disgrace. For both families, the scars are deep and the lessons are painful.
