 Police Release Bodycam Footage of Fatal Shooting of Elijah James Smith in West Valley City

West Valley City police have released body camera footage of the fatal shooting of 20-year-old Elijah James Smith, which occurred on Sunday, April 8. The incident began with a report of a theft at a local cell phone store and ended with a deadly encounter between Smith and police officers in a residential garage.

According to the police report, officers responded to the theft call and encountered Smith, who fled on foot as they attempted to make contact. While running, Smith reportedly entered two separate homes in a residential neighborhood. Police say that in the second home, three children were inside alone. The oldest, a 13-year-old, alerted police that an unknown man had entered their garage after barging into the house.

Officers quickly moved to the garage, where they cornered Smith. With their weapons drawn, the officers ordered him multiple times to show his hands. Police Chief Colleen Jacobs, speaking at a press conference on Tuesday, explained that the situation escalated in seconds and resulted in Smith’s death.

In the footage released, officers can be heard giving Smith commands to raise his hands approximately 15 times over a span of 24 seconds. Chief Jacobs emphasized the department’s commitment to transparency, stating that the release of the video was intended to provide the public with a clear understanding of the events that took place.

“We want to be transparent. We want to release the video as soon as we can,” Jacobs said. “I am sad for his loss. It is an unfortunate incident that Mr. Smith lost his life in this incident. He did not lose his life because of his race.”

According to Jacobs, as Smith stood in the garage, one of his hands came up in what officers perceived as a quick, threatening motion. Both officers at the scene reacted simultaneously, firing their weapons at Smith. The police chief stressed that both officers saw the same movement and independently made the decision to fire based on what they perceived as an immediate threat.

The bodycam footage shows Smith’s movements, but the split-second nature of the event has left room for differing interpretations. The officers’ decision to shoot rather than use non-lethal methods has drawn criticism from some community members and Smith’s family.

Alexis Smith, the sister of Elijah James Smith, described watching the footage as deeply emotional and difficult. She believes that police had other options besides using deadly force.

“I don't think that was right for that officer to do that,” Alexis said. “Even though his hand was in the pocket, they should have still Tased him and tackled him. I just think he was going to put the other hand up.”

Smith’s family has expressed grief and frustration over the incident, raising questions about how officers engage with suspects in tense situations, especially when non-lethal force could be considered. They have also called for an independent investigation into the shooting.

Chief Jacobs stated that the officers involved were following protocol based on their training and perception of danger. She reiterated that officers are authorized to use deadly force when they believe their lives or the lives of others are in imminent danger.

The shooting remains under investigation by the West Valley City Police Department’s internal affairs division, along with a separate review from the county attorney’s office. Both officers have been placed on administrative leave pending the outcome of the investigation, which is standard procedure in officer-involved shootings.

As the community processes another fatal police encounter, calls for accountability, improved training, and the use of non-lethal tactics continue to grow. The Smith family has asked for privacy as they grieve, while also urging witnesses and community members to come forward with any information.
