Sacramento County, California — Suspect Fatally Shot After Vehicle Pursuit and Knife Attack on Motorcyclist
On Sunday, November 5, 2023, a dangerous and fast-developing situation in Sacramento County led to a fatal officer-involved shooting. The incident began with a vehicle pursuit on Interstate 80 near Norwood Avenue and escalated into a violent confrontation when the suspect attempted to stab a motorcyclist lying on the ground after being struck by the suspect’s vehicle.California Highway Patrol (CHP) motorcycle officer
initiated a pursuit of a silver-colored Toyota Prius. The reason for the pursuit has not been disclosed, but the driver of the Prius was later identified as 36-year-old Zachary Wolffscott. The pursuit quickly gained urgency as the vehicle continued eastbound on Interstate 80.Sacramento County Sheriff’s K9 deputy joined the chase to assist the CHP officer. A second CHP patrol officer also became involved as the pursuit continued along the highway. Moments later, just east of Greenback Lane, the suspect's Prius veered and struck a civilian motorcyclist, an adult male, who was riding lawfully along the freeway. The impact caused significant injuries to the motorcyclist and rendered Wolffscott’s vehicle inoperable, bringing it to a stop on the roadway. After crashing, Wolffscott exited the vehicle, brandishing a knife, and began advancing toward the officers. Despite multiple loud and clear commands to stop and drop the weapon, he ignored law enforcement instructions. Officers tried repeatedly to de-escalate the situation, but Wolffscott remained non-compliant and threatening.
Footage captured from an in-car camera shows the escalating tension as the K9 deputy discharged his firearm twice, striking the suspect. Wolffscott is seen falling to the ground but refusing to let go of the knife. The deputy can be heard shouting for him to drop the weapon. Instead of surrendering, the suspect got back on his feet, still holding the knife, and moved aggressively toward the injured motorcyclist lying on the pavement nearby.
In a disturbing moment caught on video, Wolffscott appears to lunge at the motorcyclist, attempting to stab him. Officers, fearing for the motorcyclist’s life and their own safety, were forced to respond with lethal force. The K9 deputy fired four additional rounds, the CHP motorcycle officer fired three rounds, and the CHP patrol officer discharged one round. Altogether, multiple shots were fired to neutralize the suspect and prevent further harm.Wolffscott collapsed on the roadway following the shooting. Officers immediately began rendering emergency medical aid, and he was quickly transported to a nearby hospital. Despite lifesaving efforts, he was pronounced dead at the hospital shortly after arrival.
The injured motorcyclist was also taken to the hospital for treatment. Authorities later confirmed that he survived the incident, although details about the extent of his injuries have not been released. The identities of the officers involved have not been made public at this time, pending the outcome of internal reviews and the standard administrative process. As with all officer-involved shootings, a multi-agency investigation is now underway. The Sacramento County Sheriff’s Office, California Highway Patrol, and the county’s District Attorney’s Office are collaborating to examine body camera and dashcam footage, witness statements, and forensic evidence from the scene. Investigators will also assess the suspect’s background and any potential motive for his actions. This incident underscores the unpredictable and often dangerous nature of traffic enforcement and vehicle pursuits. It also highlights the swift and difficult decisions officers are sometimes required to make in order to protect the public and themselves from imminent harm.
