Foot Pursuit Ends In Gunfire After Suspect Reaches Into Backpack

Los Angeles, California — April 23, 2025

On the afternoon of April 23, 2025, at around 2:05 p.m., officers with the Los Angeles Police Department were patrolling the area near West 113th Street and Compton Avenue. While on routine patrol, officers observed a vehicle driven by 36-year-old Osmin Briseno, a man known to law enforcement and wanted in connection with a Child Abduction investigation. Briseno was also believed to be armed, based on prior information gathered by police.

Recognizing the suspect, officers attempted to initiate a traffic stop in order to safely detain him. However, instead of complying with the officers’ commands, Briseno accelerated and fled the area at a high speed. A short vehicle pursuit began, during which officers followed Briseno as he drove recklessly in an attempt to evade capture.

The pursuit came to an end on the eastbound on-ramp to the 105 Freeway near Central Avenue. At that point, Briseno brought his vehicle to a stop and quickly exited while carrying a backpack. Officers repeatedly issued commands, warning him not to reach into the bag. Despite those clear instructions, Briseno failed to follow the orders and continued fleeing on foot.

As the foot pursuit continued westbound toward Central Avenue, officers maintained their commands for Briseno to stop and avoid reaching into the backpack. He ignored those directives and ran until he abruptly stopped near Central Avenue. At that moment, Briseno turned to face one of the pursuing officers and made a sudden move by reaching into the backpack he was holding.

Perceiving a threat based on Briseno’s actions and the possibility that he was armed, an officer discharged their weapon. Briseno was struck by gunfire and immediately dropped to the ground. Officers quickly moved in to secure him and took him into custody without further incident. They then began to provide first aid at the scene while requesting emergency medical services.

Briseno was transported to a local hospital for medical treatment related to the gunshot wounds he sustained. At the hospital, officers formally absentee booked him in connection to a previous case involving Assault with a Deadly Weapon using a firearm, along with multiple outstanding felony warrants. The charges tied to his arrest were unrelated to the Child Abduction case that initially drew officers’ attention that day.

Following the shooting, officers searched the scene and the suspect’s belongings, including the backpack he had reached into. No firearms were recovered from the area, and it remains unclear what, if anything, Briseno was attempting to retrieve when the shooting occurred.

Fortunately, no officers or civilians were injured during the incident. The Los Angeles Police Department noted that all proper protocols were followed during the attempted apprehension and subsequent use of force. As is standard practice with any officer-involved shooting, the incident will be thoroughly reviewed by the LAPD’s Force Investigation Division, Internal Affairs Group, and the Office of the Inspector General.

Authorities will also examine any body-worn camera footage available to help determine the full sequence of events and to assess whether all departmental policies were adhered to during the engagement. Public release of the video is expected following the preliminary review, in accordance with department transparency guidelines.

The LAPD emphasized their ongoing commitment to safely resolving high-risk encounters and reiterated that situations involving known violent offenders often pose unpredictable dangers to both officers and the public. The investigation into both the officer-involved shooting and Briseno’s prior offenses remains ongoing.
